"Why is the 2nd Amendment the ONLY one that requires a Permit?"

Although I appreciate the sentiment, me things this individual is late to the party.
Fact:
1st - Free Speech - nope. The sedition acts that have been passed have made it illegal, with in the confines of particular situations to not be free. Also, in order to have a word with your elected officials and be heard, you have to work with in their terms. Go to their meetings. They set the values on how free speech can be used. Free assembly - Every single event requires a permit, else you are loitering and as one officer I heard say, "Soliciting your opinion without a permit." - Free Religion - the fact the money says in "In God We Trust" already invalidates the idea of free religion because it sets a national standard of the definition of such a creature as god. We know this is true because all one has to do is change god to allah, and realize that what ever respect you have for the current slogan would be changed if the name of the god was altered.
2nd - Obviously heavily restricted from the 1934 anti firearms bill all the way up to the sunsetted ban on "Assault rifles".
3rd - Quartering soldiers - Although we don't have a standing army that marches into towns and takes up residence, we do have local, State, and National agencies that will arrest and seize your property for not participating in their investigations. Do not forget, that the act of taxing you to enforce immoral acts is a form of quartering, for they are requiring that you suspend your ability to provide for yourself so that they can help them to enforce their illegal acts. Taxation is a form of quartering. Quartering is theft.
4th - "One can only be safe in their person if they are not a criminal" is how they look at it. In fact, the Supreme Court has continually sided with Law Enforcement on this one. That is if a legislative body writes an immoral law (say, seat belts for example) and they pull you over for it and discover illegal drugs at the same time, you are not protected from that crime. The mere fact that laws are written is the 'permit' of being allowed to even have the 4th amendment. For example, in NY city, not carrying your id at a Stop and Frisk checkpoint will get you frisked. No papers? To the gulag with you.
5th - "Noone shall be deprived of life, liberty, or property, without due process" I want you to notice that this does not say "Applies to United States Citizens". In fact, if a German were to commit a murder in NYC he would be held according to the laws of New York City and prosecuted under the rules implied by the 5th amendment. But, be a suspected terrorist and all bets are off. You will be help indefinably, without a formal hearing or right to this amendment. If you are lucky enough to have been born inside the borders of the US, then when arrested expect your assets to be seized and not available to you before you even get a trial date. How is that not a violation of the 5th? "nor shall private property be taken for public use without just compensation" But what is Just? Of course the courts believe they own the authority to define that, not the person who is having their property taken from them.
6th - "the accused shall enjoy the right to a speedy trial" --- I don't even need to go further. No one can even get at this right.
7th - meaningless today.
8th - "excessive bail shall not be..." Again, who owns the definition on excessive? Oh that's right, the State, not the individual being held. not the family of the individual being held, hell not even the accusers.
9th - Attempts to suggest that there are Rights no listed in the above 8 that remain in the power of the people. Although, the courts and the court of public opinion disagree. For example, most people consider driving a 'privilege' not a right, even though the 9th amendment clearly allows for such things as moving your own property where you wish as part of a protection under these rights.
10th - Killed by Lincoln's civil war. There are no State Rights nor direct individual rights. Only the all seeing eye of the supreme government called Nation.
